The MAHA Agenda: Implications for Drug Pricing Reform

PHYLLIS H. MARCUS, Vice President, BBB National Programs’ National Advertising Division, leads a team of attorneys and professionals at BBB National Programs’ National Advertising Division (NAD), holding national advertising across all media to high standards of truth and accuracy. NAD, along with its appellate body, the National Advertising Review Board, was founded in 1971 to build consumer trust and support fair competition through independent industry self-regulation. Marcus was previously a partner at Hunton Andrews Kurth LLP, where she led the firm’s Advertising Compliance and Counseling team and its Children’s Privacy practice. Her work focused on helping clients develop, substantiate, and defend advertising claims. Before joining Hunton, Marcus spent 17 years at the FTC, where she served as Chief of Staff for Advertising Practices and led the agency’s children’s privacy program. She oversaw investigations into deceptive claims and prepared congressional testimony on advertising initiatives. Recognized as a leader in her field, Marcus has been named a “Leader in Advertising: Transactional & Regulatory” by Chambers USA (2021–2024), one of Business Today’s Top 10 Advertising Lawyers (2023), and a Media and Advertising Law Trailblazer by The National Law Journal (2023). Marcus is a magna cum laude graduate of the University of Pennsylvania and earned her JD, cum laude, from the University of Michigan Law School.
